A first step in infrastructure planning is often to do a sector assessment.  This World Bank paper aims to advise the Government of Russia on the measures needed to develop broadband throughout the country in support of economic growth. It first examines the broadband market in Russia and preconditions for its sustainable development. Next, it benchmarks Russia’s broadband performance indicators with OECD comparators to identify progress towards the broadband development goals and areas needing policy attention. It then identifies priority areas of reforms in the market structure and regulatory environment. Lastly, it outlines a policy agenda aimed at adding impetus to the scale-up of Russia’s broadband infrastructure in all aspects of broadband service performance.
