This Public-Private Infrastructure Advisory Facility (PPIAF) report provides an overview of how Laos’ vision to transform itself from a landlocked to a “land-linked” country in the heart of the Greater Mekong Subregion can be realized through improving its highway network. It advises the Government of Lao on the necessary considerations and steps that need to be taken into account of when options for private sector investment and participation in the highway sector are being evaluated. It also provides a roadmap to how Laos could implement a Public-Private Partnership on National Route 13 (NR13), Laos’ main highway corridor.
