In this case study of European high-speed rail (HSR) systems, the authors discuss the historical and institutional background, along with the various financing schemes, including Public-private partnership (PPP), used in Europe. The paper further provides a detailed discussion of financing the French TGV, which went through three major phases — Public debt financing, debt combined with a range of subsidies, and PPP. The paper present a number of examples of PPP-financed projects in France, including the Perpignan-Figueres Franco-Spanish link, a cross-border HSR project.
